Job Description:

Mission Overview:

Keystone Solutions is recruiting an Analyst–Programmer to join our consultancy team and deliver a mission on site with our client in the public safety and mobility domain at the federal level in Belgium. As a Keystone Solutions consultant, you will design, analyze, and develop ICT solutions that support operational missions while working closely with the client's stakeholders in a hybrid environment.


About the Client Environment (Anonymized):

The client's mobility-focused business unit coordinates information needs related to road, rail, and maritime mobility at the federal level. It collaborates with railway and waterways security services and local policing partners to develop ICT solutions aligned with operational needs. The broader information and ICT function is responsible for managing police information and ICT means, defining technical norms and standards, implementing information systems, and developing Information Management (IM) and Intelligence-Led Policing (ILP) concepts.


Project Objectives:

  • Support the digital transformation of an integrated policing environment by modernizing tools, processes, and ICT systems.
  • Integrate advanced technologies in a hybrid and cloud environment.

Key Responsibilities (Delivered as a Keystone Solutions Consultant):

  • Functional and Technical Analysis
    • Analyze and model business needs.
    • Define detailed functional and technical specifications.
    • Design the functional architecture of applications.
    • Facilitate requirements workshops and conduct user interviews.
    • Write the functional specifications and user/business guides.
    • Prepare and lead meetings with stakeholders.
  • Development and Integration
    • Actively participate in application development (JavaScript, PHP, XML).
    • Contribute to integration with existing systems (SAP, PostgreSQL).
    • Ensure code quality and compliance with technical standards.
    • Participate in functional and technical testing.
    • Collaborate with DevOps and Agile/Scrum teams.
    • Ensure the security of developments and adherence to GDPR rules.
  • Participation in the Project Lifecycle
    • Participate in the implementation of solutions.
    • Serve as the functional and technical reference for the project team.
    • Contribute to the overall quality of the solution.
    • Design and deliver user training.
    • Support the digital transformation by developing modern, mobile, and secure tools.
