Mission Overview:

Keystone Solutions is seeking a Strategic Demand Analyst for a consultancy mission at a client site. This role is part of a significant digital and organizational transformation aimed at modernizing processes and enhancing operational efficiency. The position will be within the Digital Transformation Office (DTO), which is responsible for defining the digital strategy and ensuring alignment with the overall organizational goals.

Project Description:

The project focuses on improving IT demand management and decision-making quality in a context of increasing budget constraints. The aim is to establish a structured and pragmatic approach to demand management that aligns IT initiatives with strategic priorities and available resources.

Responsibilities:

• Analyze and clarify business demands related to IT.
• Evaluate the alignment of initiatives with the organization’s strategic objectives.
• Assess the relevance, feasibility, sustainability, and added value of initiatives.
• Develop light business cases (costs, benefits, risks, impacts).
• Ensure initiatives align with available budgets, public procurement frameworks, skills, and resources.
• Analyze, re-prioritize, and consolidate existing initiatives and portfolios.
• Prepare decision-making documents and support governance bodies (e.g., demand board).
• Collaborate with PMO, Procurement, Architecture, and IT teams for information collection and validation.
• Ensure transparency, coherence, and comparability among initiatives.

Role Purpose:

The purpose of this role is to enhance the quality, speed, and transparency of decision-making regarding IT initiatives by providing well-supported analyses that enable informed strategic choices and optimal resource utilization.

Skills and Profile:

• Excellent analytical and conceptual reasoning skills.
• Good understanding of strategic issues, digital transformation, and IT environments.
• Ability to structure complex information and establish relevant connections.
• Strong quantitative skills (cost-benefit analyses, effort estimations, scenarios).
• Effective communication skills and ability to translate complex analyses into clear elements for decision-makers.
• Critical thinking, independence of judgment, and objectivity.
• Comfortable in complex, multidisciplinary, and evolving environments.

Language Proficiency:

Fluent in French or Dutch, with an intermediate level in the other national language.

Work Conditions:

This position requires on-site presence at least twice a week, with remote work allowed within Belgium. The team is multidisciplinary, consisting of both internal and external collaborators.
